【论文摘要】征信是金融运行的基石。我国在改革开放后建立的征信业为金融体系的健康运行提供了有力的保障。近年来金融借助互联网技术不断纵深发展,互联网金融异军 突起,但信息不对称现象也更为突出,因此催生了运用大数据技术进行的市场化的征信活动。在整个征信产业链中,两大征信供给主体——传统征信与大数据征信模 式各有优势,也都有难以克服的缺点,只有二者实现良性互动和互联互通才能有效地提升征信业服务于实体经济的能力。然而当前传统征信与大数据征信实现良性互 动仍存在着信息分散难整合、征信标准不统一、征信法律法规落后、征信监管滞后等难题,据此,文章提出相应破解难题的对策。 【论文关键词】征信;大数据;互联网金融 Abstract: The credit is the foundation of the financial operation. The credit reporting industry established after the reform and opening up in China has provided a strong guarantee for the financial system to run healthily. In recent years, the finance has developed continuously in depth with the help of the Internet technology, and the Internet finance has been in boom, but the information asymmetry phenomenon is more prominent, which gives rise to the credit reporting activities with the marketization feature that have used Big Data technology. In the whole credit reporting industry chain, the two credit supply subjects -- traditional credit reporting and big data reference model have their own advantages, and also have shortcomings which are difficult to overcome. Therefore, only realizing the benign interaction and connectivity can effectively improve the ability of the credit reporting industry to serve the real economy. However, there exist the difficulties such that the information is scattered and difficult to integrate, the credit reporting standard is not unified, laws and regulations on the credit reporting are backward, and the credit regulation is lagged and so on. At last, the paper puts forward the corresponding countermeasures to solve problems. Keywords: credit reporting; Big Data; Internet finance 在我国《征信业管理条例》中,征信是指对企业、事业单位等组织的信用信息和个人的信用信息进行采集、整理、保存、加工并向信息使用者提供的活 动。在征信市场上,征信的供给者为征信需求者提供专业化的信用信息服务,主要目的是降低经济社会活动主体对信用信息的收集使用成本,为金融体系的运行与发 展保驾护航。目前的征信市场是以央行主导的金融信用信息基础数据库为核心、细分市场的市场化征信机构为辅的格局。央行传统征信的金融信息基础数据库收集的 是以银行为代表的金融机构信息数据,其最大的优势是拥有阿里或腾讯等电商无法比拟的大数据级别的金融数据。近年某互联网金融的迅猛发展,征信市场上应用大 数据技术对互联网信息进行多维度收集而形成的大数据征信应运而生,形成了央行征信系统的有效补充。然而,目前两种征信模式并不相互连通:央行的征信系统不 向互联网金融公司提供信用查询服务,互联网征信企业的征信数据有特定的服务对象。征信产业链的两大征信供给主体各自为政,导致征信市场需求方难以获得全面 的信用信息。如果没有从整体征信产业链的宏观把握,单个企业或机构仅仅基于自己掌握的独立数据,无法了解产业链各个环节数据之间的关系,这样一种数据割裂 的状态,不利于征信市场的完善与发展。在大互联网金融的未来发展中,我国迫切需要在现有央行主导的征信体系基础之上,建设立体化、全息化的征信体系,实现 传统征信与大数据征信的良性互动,并充分运用互联网大数据技术实现这一目标,这将有效控制社会融资体系信贷风险、大大降低风险识别的交易成本,有效提升征 信业服务于实体经济的能力。本文从传统征信与大数据征信良性互动可能存在的难点出发,提出传统征信与大数据征信良性互动的若干路径。 一、传统征信的缺陷 |
